Upcoming 2025 HOTMA Compliance Forms

OHFA has published new or updated forms to reflect the Housing Opportunity Through Modernization Act of 2016 (HOTMA) rule. The updated forms can be found below.

OHFA will implement HOTMA on January 1, 2025, which is in line with many other housing finance agencies (HFAs) across the country. However, mandatory use of HOTMA rules will only be applicable for initial tenant certifications and recertifications effective May 1, 2025, going forward. Because all verifications must be dated within 120 days of the effective dates of household certifications, those effective between January 1 and April 30, 2025, may use "pre-HOTMA" rules. For example, if a certification is due in April 2025, the paperwork should be started in December 2024 and can use pre-HOTMA rules. For a certification effective May 1, 2025, the paperwork should be started January 1, 2025, and must use HOTMA rules.

The new/updated forms reflect an effective date of August 1, 2024, and a mandatory use date for certifications and recertifications effective May 1, 2025. Access the reference guide to determine what changes were made to the forms. The forms highlighted in orange reflect HOTMA updates. The other forms listed had minor, but necessary changes. If a form is not listed, this means there were not updates.

OHFA will maintain all current or pre-HOTMA forms on our website for the next few months.

OHFA's IT Office is working on necessary changes to the Tenant Income Certification (TIC), including HOTMA's HUD adjustment factor amounts and the NAHMA 8.0 standard. More information on the NAHMA standard is found here: Important Industry Update Regarding NAHMA Version 8.0. OHFA anticipates the updated TIC will be published in mid-January, 2025. As OHFA establishes a firmer completion date on these updates, additional communications will be issued. In the meantime, partners should continue using the OHFA TIC in DevCo.
