Tax Credits 101

This introductory workshop will provide basic information about the low-income housing tax credit program, discuss how the tax credit encourages private investment in affordable housing, and include examples of affordable housing created and preserved using the tax credit. The session will feature experienced professionals in the tax credit industry, and is recommended for new multifamily development staff as well as for those in related fields such as property management, lending, and public agency funding.

Kevin Clark, Ohio Housing Finance Agency
Kevin Clark is the Project Portfolio Manager for the Office of Planning, Preservation & Development at the Ohio Housing Finance Agency. His responsibilities include evaluating issues and requests for changes at properties financed by the agency, maintaining partnerships with external parties that focus on preservation of affordable housing, and management of data for the existing multifamily portfolio. Mr. Clark has 20 years of experience in the field of affordable housing finance. He holds a bachelor's degree in Finance from the University of Cincinnati, is certified as a Housing Development Finance Professional by the National Development Council, and has served on the advisory committee of the National Council of Housing Market Analysts.


Brian Graney, Ohio Capital Corporation for Housing
Mr. Graney joined Ohio Capital Corporation for Housing (OCCH) in February 2017 as Vice President of Fund Management. Mr. Graney is responsible for managing the upper-tier projections used in OCCH's multi-investor and proprietary investor housing tax credit funds and helping to structure OCCH funds to meet targeted yields. Prior to joining OCCH, he was Director of Acquisitions at Scioto Properties where he assisted with managing a nationwide portfolio of residential real estate devoted to individuals with disabilities. For more than three years, Mr. Graney also served as Associate and Assistant Vice President at Lancaster Pollard where he was responsible for underwriting and processing FHA/FNMA/USDA agency debt transactions in the affordable housing and healthcare sectors. Mr. Graney holds his Juris Doctorate, cum laude and Master of Business Administration from Case Western Reserve University in Cleveland, Ohio. He also earned his Bachelor of Arts, cum laude from Miami University in Oxford, Ohio.

Meg Manley, PIRHL, LLC
Meg is the Director of Development for PIRHL and has over 20 years of experience working in affordable housing real estate development and finance. In her position as Director of Development, Meg holds executive responsibility while overseeing a team of development project managers, associates, and coordinators as they work through the development and construction phases. Prior to joining PIRHL in 2018, Meg served as a Principal and Managing Director of Development for McCormack Baron Salazar where she oversaw a team of Senior Vice Presidents, Project Managers, and Associates through the development process. Her role involved high-level client relationship management with local partners, city and agency staff and elected officials, contract negotiation, oversight of project conceptualization and master planning, design and construction review, and managing schedules and deadlines to ensure timely and efficient delivery. Meg has spent almost her entire career as a developer of affordable rental housing and a champion of that cause. Since 1995, Meg has developed three thousand units of affordable housing in multiple states including Florida, Georgia, Texas, Michigan, Louisiana, Maryland, New Jersey, Virginia, Ohio and Pennsylvania. Meg is on the Executive Committee of the Housing Advisory Group where she serves as an advocate for the LIHTC and other housing programs. Education – Bachelor of Science, Political Science / Virginia Commonwealth University.

Tim Swiney, Wallick Communities
Tim Swiney is Senior Vice President of Tax-Credit Development at Wallick. Tim joined Wallick in 2013 and brought with him over a decade of experience in affordable housing. His knowledge and skills in acquisitions, financial structuring, investment modeling, LIHTC syndication and investment analysis, general project feasibility analysis, and general relationship management have proven invaluable. Prior to joining the Wallick, Tim was with Huntington Community Development Corporation (Huntington CDC) where he served as the Vice President of CRA Investments. Prior to his tenure at the Huntington, Tim had the opportunity to work for Ohio Capital Corporation for Housing (OCCH) as a Development Analyst. A graduate of Franklin University, Swiney graduated with a Bachelor of Science degree in Marketing and Advertising.
