Mobile Tour: Poindexter Village and the Near East Side – Part 1

Join us for an afternoon exploring the rich history of the Near East Side of Columbus and the newly-developed Legacy Pointe at Poindexter Village. Poindexter Village, originally developed in 1940 by Columbus Metropolitan Housing Authority (CMHA), included 426 dwelling units in 33 buildings, and provided decent housing in an area formerly known as the "Blackberry Patch." The Village was filled with small row homes, a recreation center, and was only a short walk from the neighborhood middle school. As the years passed, the original development became aged and units became severely distressed. In an effort to revitalize the Near East Side and the original Poindexter Village, CMHA became the recipient of a 7-year, $29.7 million Choice Neighborhoods Initiative (CNI) Implementation Grant awarded in June 2014 by the U.S. Department of Housing and Urban Development (HUD). The grant, along with commitments of $225 million in funding and programming from more than 45 local organizations, has been used to redevelop the Poindexter Village public housing site as a catalyst for transformation of the Near East Side PACT (Partners Achieving Community Transformation) neighborhood. The project is being undertaken with the help of many local and national organizations, neighborhood stakeholders, and residents, who have come together to affect real change and create opportunities within the Near East Side area. As part of the neighborhood tour, you will have the opportunity to view the newly-developed Legacy Pointe. You will hear from development team members and neighborhood stakeholders, and will see firsthand the improvements that have been made from this revitalization effort.

Brad Carman, Ohio Capital Corporation for Housing
Mr. Carman joined Ohio Capital Corporation for Housing (OCCH) in February 2010 as a Development Analyst. In this capacity he works with development staff in the packaging and production of LIHTC applications and other funding applications, as well as providing technical assistance for ongoing deals through the closing process and into operation. Additional duties include preparing analysis packages for the Internal Investment Committee, the Technical Review Committee, and the Board of Directors. Prior to joining OCCH, Mr. Carman worked for the Ohio Treasurer of State in the Office of Debt Management as a Senior Financial Analyst. He holds a Bachelor of Science in Business Administration from the Ohio State University and a Masters of Business Administration from Ohio Dominican University.
Celia Elkins, Ohio Housing Finance Agency
Celia Elkins, is a Housing Planner in the Planning Preservation and Development Department (PP&D) for the Ohio Housing Finance Agency (OHFA) where she brings over 17 years of nonprofit affordable housing technical assistance, training and development experience. Ms. Elkins is responsible for guidelines that align with the Qualified Allocation Plan (QAP), planning focus groups, forums and partner visits with stakeholders across the state as well as research and collaboration with other State Housing Finance Agencies, nonprofits and public policy agencies to address and promote affordable housing. Prior to her employment at OHFA, Ms. Elkins was the Director of Member Services with the Ohio CDC Association where she managed the Americorps VISTA program, supervised staff and planned and coordinated all activities for the annual conference, lobby day and technology conferences. Additionally, Ms. Elkins assisted with fundraising activities, Request for Proposal (RFP) processes, consultant contracts, budget development, membership recruitment and retention strategies and connecting members to resources around the state. Ms. Elkins holds a Bachelor's Degree in Health Services Administration from Wilberforce University and a Master's in Public Administration from Central Michigan University. Ms. Elkins has completed both the Housing Development Finance Professional Certification and the Economic Development Finance Professional Certification with the National Development Council.
Julie DeGraaf Velázquez, McCormack Baron Salazar Inc
Julie DeGraaf Velázquez has a wide-range of experience in diverse community redevelopment projects, ranging from large-scale HOPE VI, mixed-income, mixed-finance residential developments to impactful, mixed-use projects developed in partnership with community non-profits. Julie coordinates with finance, design, construction and legal team members, external partners, and community stakeholders, and works to leverage public, private and philanthropic resources to bring transformative projects to fruition. Julie was the project management lead for the mixed-income, multi-family phases developed in partnership with the Columbus Metropolitan Housing Authority as part of the Poindexter Village/Near East Side Choice Neighborhoods Initiative transformation plan.
Bryan Brown, Columbus Metropolitan Housing Authority
Bryan Brown is the Chief Development Officer at the Columbus Metropolitan Housing Authority (CMHA). He develops, prepares and communicates CMHA's short and long-range strategic plans to meet CMHA goals of affordable housing and services to low-income residents of Columbus and Franklin county. Bryan and his team manage the $30 million HUD Choice Neighborhood Implementation grant for the revitalization of the near east side and the redevelopment of CMHA's assets in the creative community district of East Franklinton. Bryan represents CMHA with federal, state and local officials, with industry interest groups, and with for-profit and non-profit organizations that assist CMHA in fulfilling its mission. Bryan collaborates with CMHA partners to design and implement business models to leverage the use of CMHA resources to develop affordable and mixed-income housing. Bryan joined CMHA in 2010. He brings broad leadership experience to the organization from executive roles in the non-profit sector where he spent many years advocating funding program standards, and legislation to improve service delivery to needy children and families. Bryan is a graduate of John Carroll University and attended graduate school at the University of Cincinnati where he was an editorial assistant for the national journal, Urban Resources. Bryan has also studied at the University of London, the London School of Economics and Yale University.
David Cofer, Partners Achieving Community Transformation (PACT)
David Cofer joined PACT after nearly 6 years on Columbus' South Side where he served as Managing Director at Community Development for All People. Prior to entering the Community Development arena, David worked for nearly 15 years in the private sector and as an independent consultant. As Executive Director, David is responsible for overseeing administration, programs and implementation of the Blueprint for Community Investment. He holds a Master's Degree in Education from The Ohio State University.
Mary Howard, University Hospital East
Mary Howard is employed at The Ohio State University Hospital East as the Executive Director (CEO). Dr. Howard is responsible for operations, strategic planning, and program development. Dr. Howard began her career as a staff nurse at Nationwide Children's Hospital and progressed to serve in various leadership positions such as nurse manager, assistant director of nursing, and interim director of surgical nursing. In 1992 she joined the OhioHealth System where she served as the director over a variety of patient care areas, including Women's Health, Oncology, and Rehab/Post-Acute Services and was promoted to vice president and chief nursing officer at Grant Medical Center. Prior to becoming the executive director, she served as the associate executive director and chief nursing officer of University Hospital East. Dr. Howard holds a Bachelor of Science degree in nursing from Capital University, a Master of Science in nursing and Doctor of Nursing Practice degrees from The Ohio State University. Dr. Howard achieved certification as Nurse Executive-Advanced, under the American Nurses Credentialing Center. She is a member of Sigma Theta Tau, Honor Society of Nursing, Central Ohio Organization of Nurse Executives, recognized in Who's Who in Black Columbus (2001, 2005, 2017), and a graduate of Leadership Columbus and United Way's Project Diversity. Dr. Howard has received training in mediation of workplace and civil rights disputes and alternative dispute resolution. Believing in giving back to the community, she currently serves as chair of the Community Relations Commission with the City of Columbus. She is a member of the Board of Directors of CRIS (Community Refugee and Immigration Services), has volunteered time with the United Way as a Loaned Executive and is a member of the United Way Key Club. She enjoys working with youth and served as vice chair of the board and volunteer coach for the Capitol City Comets Track Club. She is an advisor of the Teenage Usher Board and teaches in the Middle School department at her church and participated in the former Columbus Reads program.
Hannah Jones, City of Columbus, Department of Development
Hannah R. Jones is the Deputy Director of Community Development for the City of Columbus' Department of Development. She oversees and coordinates the activities of the Housing, Code Enforcement, Land Redevelopment and Human Services Divisions. These Divisions focus on having a collective impact on the neighborhoods within the City in order to build stronger, more resilient communities. Previously Hannah served as the Special Projects Coordinator for the Department assisting with the implementation of the Vacant and Abandoned Properties Initiatives, Neighborhood Stabilization Program and the Choice Neighborhood Grant. Previously Hannah worked in various capacities in the Office of Mayor Michael B. Coleman. She graduated the College of Wooster in 2003 with a B.A. in History and a focus on social and human rights.
