Tax Credits 101

Tuesday, November 7: 2:00pm – 3:30pm

This introductory workshop will provide basic information about the mechanics of the low-income housing tax credit, the kinds of housing that can be developed with this program, incorporated financial resources and collaboration techniques for projects. This session will feature experienced professionals in the tax credit industry and provides informational background for new development staff and people in related fields, such as property management, lending and public agency funders.

Kevin Clark, Ohio Housing Finance Agency
Kevin Clark is the Project Portfolio Manager for the Office of Planning, Preservation & Development at the Ohio Housing Finance Agency. His responsibilities include evaluating issues and requests for changes at properties financed by the agency, maintaining partnerships with external parties that focus on preservation of affordable housing, and management of data for the existing multifamily portfolio. Mr. Clark has 20 years of experience in the field of affordable housing finance. He holds a bachelor's degree in Finance from the University of Cincinnati, is certified as a Housing Development Finance Professional by the National Development Council, and has served on the advisory committee of the National Council of Housing Market Analysts.


Arthur Krauer, Confer Realty, LLC.
Arthur Krauer is currently Senior Project Director for Conifer Realty, LLC., Leading all development activities on Long Island and in Westchester in New York. He previously worked for the Testa Companies as Vice President of Development in Ohio. Mr. Krauer also spent six years with the Ohio Housing Finance Agency. As a Housing Analyst, he evaluated the financial structure and development goals of over 120 Low-Income Housing Tax Credit, Ohio Housing Trust Fund and HOME financed projects. As the Coordinator of Planning and Public Policy, Arthur crafted four Qualified Allocation Plans, as well as drafted the guidelines for OHFA's various multifamily development funding programs. His staff organized the first statewide Universal Design Summit in the nation, redeveloped Ohio's Community Housing Development Organization (CHDO) program and worked with the Department of Health t secure matching funds for statewide lead prevention. As the Legislative Projects Coordinator for Habitat for Humanity international (HFHI), he oversaw a $3 million housing development initiative. He also served as the liaison for HFHI with the legislature, receiving a commendation from the Speaker of the House for his efforts. He then served as Executive Director of Habitat for Humanity of Geauga County, and in this capacity doubled fundraising income and housing production. Arthur has been asked to serve as an expert in housing policy on initiatives such as President Obama's Federal Rental Alignment task force and Enterprise 2012 Green Communities Guidelines. He also serves on the Executive Committee of the National Council of Housing Market Analysts Arthur is a Certified Housing Development Finance Professional through the National Development Council and a Certified HOME Investment Program Specialist. Arthur also holds a Bachelor of Science Degree from Ohio University.

Andrew Bailey, Millenia Housing Development Ltd
Andrew Bailey is the Executive Vice President of Millennia Housing Development, the real estate development arm of The Millennia Companies. Andrew leads the efforts to structure the acquisition and redevelopment of market rate and affordable multifamily communities throughout 24 states. Prior to joining Millennia in 2015, Andrew served at the Ohio Housing Finance Agency for seven years, most recently as the Director of Planning, Preservation and Development where he oversaw the state's multifamily programs, including the Low-Income Housing Tax Credit program. Andrew holds a Bachelor of Science degree in Urban and Regional Planning from East Carolina University and a Master of City and Regional Planning degree from the Ohio State University. Andrew is also certified as a Housing Development Finance Professional through the National Development Council.
