Project owners and managers should continue to act in accordance with state and federal guidance regarding the Coronavirus outbreak. OHFA is issuing the following guidance:
Rent Increases

OHFA strongly encourages that owners and management companies of housing projects financed in whole or in part by the agency, suspend all rent increases while Governor DeWine’s COVID-19 State of Emergency or the President’s Major Disaster Declaration remain in effect.  
Eviction Moratorium

Please remember that Low Income Housing Tax Credit (LIHTC) properties are covered by the CARES Act Eviction Moratorium. Specifically, between March 27 and July 24, 2020 (the 120-day period), owners of properties participating in covered housing programs may not:
  1. make, or cause to be made, any filing to recover possession from the tenant for nonpayment of rent or other fees/charges; or
  2. charge fees, penalties, or other charges to the tenant related to such nonpayment of rent.

Owners also may not require tenants to vacate sooner than 30 days after providing notice or issue a notice to vacate until after July 24, 2020.
Extension of Recertification Protocol

On March 26, OHFA issued the following guidance:

Recertifications can be completed remotely (via phone, mail, drop box, email, etc.) through April 30, 2020, unless otherwise extended by OHFA. The resident’s signature(s) must be obtained within 120 days of the original due date, unless otherwise extended by OHFA. An OHFA clarification memo must be added to each resident’s file explaining the process by which the recertification was delayed and completed. This detailed clarification memo is required to remain in compliance. OHFA is extending this guidance through June 30, 2020
Electronic Signatures

In order to utilize electronic signatures you MUST complete the Office of Multifamily Housing E-Signature Certification Form and return it to OHFA via email at The form can be found on OHFA’s website here
2020 Rent & Income Limits

The 2020 Section 8 and MTSP Income Limits were published on April 1, 2020. New limits must be implemented within 45 days of that date, which is no later than May 16, 2020. They are posted to our website and can be found here.
