Affordable Housing 101

Tuesday, November 6: 11:15am – 12:30pm

This session will discuss affordable housing from a global view in terms of necessity, and the mechanisms to produce and preserve it. From large-scale tax credit developments to small grants that help homeowners rehabilitate their houses, the session will cover affordable housing in its broadest sense.

Myia Batie, Ohio Capital Corporation for Housing
Myia Batie joined the Ohio Capital Corporation for Housing (OCCH) in April 2016 as Coordinator of Policy and Programs. Prior to joining OCCH, Batie worked as the Program and Policy Manager in the Office of Planning, Preservation and Development at the Ohio Housing Finance Agency where she was responsible for planning and policy development across the multifamily housing development programs including the Low Income Housing Tax Credit Program, Housing Development Assistance Programs, Housing Development Loan Program and Multifamily Bond Program. Prior to her role as Program and Policy Manager, Batie worked in the Office of Affordable Housing Research, also with the Ohio Housing Finance Agency, where she led strategic planning and performance measurement processes for the Agency. Batie holds a Master's Degree in Urban and Regional Planning from Virginia Commonwealth University and a Bachelor's Degree in Community and Regional Planning from Iowa State University, and was a 2011 L. Douglas Wilder Graduate Fellow with the Virginia Housing Development Authority in partnership with the L. Douglas Wilder School of Government and Public Affairs. Batie is a member of the American Planning Association and is certified as a Housing Development Finance Professional by the National Development Council.


Kevin Brown, PIRHL, LLC
Kevin Brown is a Vice President of Development at PIRHL with over nineteen years of real estate development experience in low income communities. A licensed architect and LEED accredited professional, Kevin also holds a Master of City Planning degree from the University of California, Berkeley. He has developed or directed the development of over 2,250 units of multifamily and single family affordable housing including new construction, rehabilitation, and adaptive reuse. Additionally Kevin redeveloped a 39,000 SF shopping center in Cleveland's Central Neighborhood. This body of work represents an investment of more than $350,000,000.

Roy Lowenstein, Lowenstein Development LLC
Roy has been a housing consultant, developer and an attorney for 41 years. Since setting up Lowenstein Development, LLC in July, 2015, Roy has provided consulting services for developers in Ohio and other states, with a focus on housing tax credit projects. Previously, Roy was employed at the Woda Group during 2013-2015 and at Buckeye Community Hope Foundation from 2006-2013, developing affordable housing in Ohio, Kentucky and West Virginia. From 2004-2006, he served as Director of Development at Columbus Housing Partnership (Homeport), supervising its rental and homeownership development programs. From 1993-2004, Roy was employed as Vice-President of Development at Ohio Capital Corporation for Housing (OCCH), assisting with the financing and syndication of approximately 90 LIHTC projects across Ohio, as well as other non-profit-based housing efforts. During his last 2 years at OCCH, Roy was also director of OCCH's development and lending subsidiaries. From 1988-1993, Roy worked at CONSOC Housing Consultants in Columbus on approximately 70 HUD-funded low-income housing projects for the elderly, disabled, and homeless. Roy's education includes a B.A. from Oberlin College (1973) and a J.D. from Ohio State University (1976). Although Roy has never practiced law full-time, he has used this training and expertise his entire career in matters of real estate, zoning, contracts, fair housing, and government programs, as well as providing miscellaneous legal advice to individuals and businesses. From 1977-1984, he was employed by Association for the Developmentally Disabled, developing group homes and apartments for developmentally disabled adults. He then served as Executive Director of Friends of the Homeless for 3 years, during which time he helped initiate Friends' shelter, transitional housing, job training, and other programs. Roy's expertise is related to his knowledge and experience with real estate development, supportive services, and securing funding from federal, state, and local sources totaling about 225 projects for these varied populations. He has participated on many non-profit Boards, including the Ohio (and National) Coalition for the Homeless, COHHIO, and the Ohio Housing Council. He currently serves on the boards supervising the loan funds for both the National Housing Trust and Institute for Community Economics in Washington D.C.

Ryan Cassell, Community Housing Network
Ryan Cassell is the Chief Development Officer with Community Housing Network. Ryan was promoted to that role in October of 2016 from the position of Director of Development to which he had been promoted in March of 2014. Ryan joined CHN as a Senior Project Manager in April of 2012. Prior to joining CHN, Ryan was with National Affordable Housing Trust for 12 years where he held a variety of positions including Development Specialist, Development and Financial Analyst, and Client Manager/Project Lead. Ryan completed his Master's of Urban Planning at the University of California, Los Angeles and holds a Bachelor's Degree in Social Work from The Ohio State University. Ryan is a native of Columbus, Ohio.
